Can someone clarify what this new rule will mean for D2, FCS level kids? What is the overall impact. Why it is good or bad?
I am just starting to investigate this.

No more walk on. Roster of 105 that's it. It depends on how you are defining "walk on". I know that many simply use that term to define any player not on scholarship. There will likely still be non scholarship players on teams. 19 out of the 43 sports will now have a roster limit that is less than the current average roster size for that sport. With less kids playing FBS football, logically more of those will be filling FCS and D2 rosters as the effect trickles down. Combined with the transfer portal, NIL etc, there will more than likely be an even further negative impact on HS recruiting. Essentially, this is a human resource move. Judging by the court rulings of past years, arguing that scholarship (compensation) limits were a valid part of the sport might prove difficult. Simply imposing roster limits is likely much more defensible.
