Lets say you were just hired and have 2 weeks with the team before the summer. What would you do in those two weeks??
Program was a power house 3 years ago when the HD FB coach left and has been run into the ground.

Entered a similar situation a few years ago (except the school was never a powerhouse) and I tried to focus on the immediate. Start trying to get them on the same page. Discuss goals for the immediate and short term. (weight room, 7 on 7, summer camp) then worry about talking about the season i.e. wins and losses.
Make sure they understand who you are both as a man and as a coach, communication is key. (this all assumes that they don't already know you) Make sure that you get with admin, boosters, parents and whoever else you need to in your district to start getting them on the same page. Be visible. Let them understand that you are committed to them first as people then as football players. Buy in is key early on. If they buy into you the wins and losses will take care of themselves. Good luck Coach!
